I don't see how rotating the 19" wheels will balance tire ware. Front to back and drive wheel to non-drive wheel on a RWD car would/could balance tire ware. IMO.Ever hear the term "teach a man to fish"?
I can answer *this* question by posting the page from the manual, but perhaps others will realize *other* questions can be answered by looking it up as well.. it is a big manual, but it also has an index (and the PDF version is searchable)..

How would that signify to the driver? You have kattycorner 8" treads and kattycorner 8.5" treads. What would that do to the handling?

Yeah, his rear (wider) tires are rotated to the front. Somebody screwed up.
