In Utah, the online tool for checking if plates are available automatically screens "unacceptable" plates, at least as far as I know. There is no distinction (or was not when I got mine) between rejected and taken.

When we apply for personalised plates here, you choose and pay for them but it takes a few days before they are accepted, then we get an email confirming they are ok and will be sent shortly to you. If they are rejected they give you a refund, is it the same in the US ?

The fee was indeed refunded.
