I have a 2019 GT2 and $1500 to invest

My debate is which mod do I do next?

A) Sway Bars and Springs
B) Aftermarket Rims
C) Spoiler and Springs
D) Intercooler

What would you do next?

JB4 came with car, it's wired but not plugged in and I'm not eager to set it up (don't need the speed and the car is not ready for that yet)
I'm in Vegas

I'm not sure what to do next, open to any suggestions or recommendations for another modification

Don't sound too obsessed with performance stuff so you sound like a C option person to me but idk you obviously

I like C too - - ARK Performance GT-F Lowering Springs $374.95 USD & StingerHaus Performance Trunk Spoiler Gloss Black $439.95 USD

From interior to exterior to high performance - everything you need for your Stinger awaits you...
Springs and sways at the same time, easier to do with stuff out of the way.

If you're not into the speed, C sounds like the option you'll get most enjoyment out of. If the remaining money saved is burning a hole in your pocket, then look at a cheap exhaust option like a muffler delete or MBRP (Option E ;)).

I was thinking that too, pay labor cost once (alignment and installation)

You still have enough to get the wheels powdercoated.
Powdercoat was an option but I'm just not in love with stock rims, So I was thinking I powder coat lugs nuts FIRE ORANGE & swap hub caps to this (cheap resolution)

not a bad idea to add ARK PERFORMANCE CATLESS SECONDARY DOWNPIPES - $579.00

Sway bars, without a doubt.

At this point, we the 3.3T community take partial credit for your build and as such, claim a 1% stake in any and all nods of approval you receive at any stoplights or cars & coffee outings.

You can have 80%+ bcuz all my ideas is from these forums and the community experiences they share here w/aftermarket products

Based on the preferences you mentioned it seems like you would enjoy option C the best. I would suggest the Adro V1 Spoiler (click HERE) and Eibach Lowering Springs (click HERE). I would be glad to help you out with a discount on your order as well if you shoot me a message.

Perhaps you could consider these stickers?

They add like 30 hp each…

I'm leaning towards C) Spoiler and Springs

1500 will be enough for nice set of aftermarket lightweight wheels. Considering how heavy the stock wheels are, it will give the most benefit from your list.
