A contestant for the dumbest question on an automotive forum…

I picked up my car before PDI to ensure the “cleaning” process didn’t scratch the paint. My detailer is color correcting and applying PPF and ceramic.

I’m about to mount the rear license plate and the holes are covered with a small circle of what looks like aluminum foil. I’m pretty sure the bolts will find threads after they puncture the foil, but, just in case, is there an unexpected process to follow…or a threaded part I should have purchased that attaches from behind the bumper cover?

I recall the dealer just poking the bolts thru
 
I wonder, then, the purpose of hermetically sealing the bolt holes…

To keep out moisture during the Pacific excursion?
