BOV would be purley for looks/sounds. The stinger's BOV is actually built decently well (vs all my previous cars where the BOV was not even reliably sufficent for stock levels).
Oil catch can is something you for sure should have to help slow down the carbon buildup on GDI engines. I would recomend that first simply because that will help with engine longevity.

I second this. No need to touch the BOVs unless you just like more noise. The stock diverter valves and very good and they sound nice when you up the boost.
OCC is beneficial in terms of keeping your engine alive longer. I have heard talk that you may lose a small amount of power with an OCC, but I cannot confirm and even if you do, it's a maybe 5HP. Not really a lot.
If you plan on making big, reliable power and go with an ECU, I suggest purchasing a differential brace if you are going going to be doing hard launches. Burger has one for sale, it got rid of my wheel hop.
I would go JB4, you got the spark plugs to support (hopefully gapped at 0.022), and you have intakes. The JB4 is the next, cheapest, upgrade you can do to obtain a lot more HP. I would then go scoops or intercooler to help support the JB4 and intakes. This is solely my opinion and what I have done with my stinger.
