Just got my new ‘19 Stinger and noticed that each of my rims has a white circle sticker on them and each of my tires has a clear circle sticker. Did everyone else have this too?

From interior to exterior to high performance - everything you need for your Stinger awaits you...
These are tire markers. When the car is sitting at the port ready for transport and Kia is paying the transporter to move the cars so the tires don't have flat spots they use these indicators to see if the car has moved. So if the indicator is at the bottom closest to the ground and then they move the car it will never be in the same spot.

That'd only work once, surely? Or are they re-applying the stickers every time they move the car (and then twice, to tyre and wheel, "to be sure, to be sure"?).

No it works more then once. Once they come back to re-inspect vehicles and they see they have been moved they will remove and replace stickers.
