Unfortunately, I did not put my eyes on every detail before deciding to buy earlier in the day, and when the car was being delivered and the deal was about to be closed it was late evening and I couldn't see it in daylight. I just never would have expected this; never seen paint runs from the factory, and surely would not have expected it out of a $50k+ car.
Is this a paint drip/run or is it the beginning of the paint getting ready to start chipping off like others have had happen on this and other forum websites? It could be a drip as I remember reading someone had an unfinished painted surface (everything around the plate looked great but it looked like someone used a can of rustolem under the area of the plate) when they took off the rear license plate. I realize it's two different areas, I'm just citing an example of someone else who had a poor paint job.
Crap! Does Kia cover this? I am doubtful. $50K car. Unbelievable. I didn't even think to look at the paint when I first laid eyes on my car. Paint seems like the most foundational "perfection" requirement when we are into this kind of money. Make a total stink. Raise the rafters. I don't know ...
A good dealer would fix it.
A bad dealer would say it’s hardly noticeable and normal.
When you accepted the car as it was that may have consequences with a shady dealer as they won’t fix it.
I most cases they will do some thing, good luck!

If it's the same paint problem that many others are experiencing then, the answer is, they're working on it and they will cover this. They are probably trying to figure out what exactly is going on and who's responsible (KIA, paint company, primer company, etc...). If it is a rock chip or damage by owner then they probably won't cover it but you should still try.
Please check the warranty section in the vehicle owners manual, the AU version states 12 months on paint with reference to manufacturers defects ie: paint runs etc. Please refer to your owners manual for warranty info relevant to the US could be the same.
Mine is also an October build date. This is the kind of thing you see on a NYC taxicab yellow respray. Really makes you wonder what the heck the factory was doing.
I'll check the US warranty later tonight and report back. Truth be told, I'm not sure what's better: to leave it or fix it, since I'm worried that fixing it will open up the peeling problem can of worms.

I took it back to the dealer last week to show them. They told me it will most likely be covered under warranty, apparently they have to send a report to KIA for a warranty claim as they can't do anything until KIA says so.
I'm also wondering if getting fixed is a good idea as it's gonna be a tough job colour matching a whole roof. Especially with the ceramic grey.
