Brake Pulsating Pads Tire Failure

I realize from reading the forum that the issue I am posting is not new but wanted you all to be aware.

I just took delivery of a CPO 2018 Stinger GT AWD. I purchased the car from a dealer in Dublin, OH even though I am in Nashville, TN because the price was right and I was reassured by the CPO status. It has 45K miles. Immediately upon delivery I noticed vibration at braking and took it my local dealer. Just got this email and was told this is not covered by warranty:

CUSTOMER CONCERN: VIBRATION COMING FROM STEERING WHEEL WHEN BRAKING AND VIBRATION WHILE DRIVING BETWEEN 50-60MPH
TECHNICIAN RECOMMENDED NEEDS TO START WITH FRONT BRAKES WITH RESURFACING FRONT ROTORS(MEASURING AT 5-6MM), REAR BRAKES WITH RESURFACING REAR ROTORS(MEASURING AT 3-4MM) AND BALANCING TIRES
FRONT BRAKES $392
REAR BRAKES $392
TIRE BALANCE $69.95
$853.95 PLUS TAX

The selling dealer seems unwilling to make any concessions even though a CPO is supposed to have been certified as having good brakes and balanced tires. I am still waiting for a final answer. No help from the servicing shop that I just went to either. Any suggestions on how to get this covered by warranty? If not, I will probably take it to an independent shop to have the work done. Suggested replacement brakes/rotors? In any case, I thought this was worth sharing with the group.
 
When you have resurfaced your rotors, be sure to get rid of the stock pads.
 
I started to notice pad deposit on rotors. I replaced all new pads at 4400 miles.
